John T. Mulkey established the city of Celina in 1879 just northwest of the already established city of Frisco. He named it after his birthplace in Tennessee. During the US Census of 1884, the town only had a recorded population of 150. Celina had a cotton gin, schoolhouse, and a Methodist church still in use today. By 1915, Celina had built the first road in Collin County exclusively used for automobiles. In 1937, Celina began receiving electric services from the Grayson-Collin Electric Cooperative.
